Transferring to PSU from California
What Portland State University expects from community college transfers. As an out-of-state school it has its own application, deadlines and tuition, so plan for it apart from UC and CSU.

What you need
- Transfer applicants need 30 or more transferable quarter credits (20 semester units), a 2.25 cumulative GPA (2.00 with a transferable associate degree or Oregon Transfer Module), and WR121 or an equivalent with a C- or better. Test scores are not required. Source
- Students apply through PSU's own online application. The application fee is $60 and undergraduates may qualify for a fee waiver. Source
For California community college students
- California is on PSU's list of WUE-eligible states, so California community college transfers with a 3.0 transferable GPA can qualify for the WUE rate for 2026-2027. Source
Cost and scholarships
- For 2026-2027, annual base tuition at 16 credits per term is $36,249 out-of-state, $19,353 under WUE and $13,593 in-state. Source
- PSU offers WUE (150% of resident tuition) to incoming transfers with a 3.0 cumulative transferable college GPA who live in a WUE state such as California. All applicants are considered automatically, the benefit covers up to 225 attempted credits, and it applies regardless of major. Source
- Out-of-state applicants who do not meet WUE requirements are considered for the Out-of-State Opportunity Scholarship, which cannot be combined with WUE. The page gives no amount. Source
